Civic Federation's State Pension Dashboard

The Civic Federation's State Pension Dashboard is intended for use as a resource and educational tool to increase the accessibility of Illinois state pension fund data. The dashboard reports metrics for the five state-funded retirement systems of Illinois, with data from fiscal year 1990 to fiscal year 2024. Using this tool, dashboard users can explore trends and compare performance across funds over time.

The five state pension funds included in this dashboard are: 

  • State Employees' Retirement System (SERS) 
  • Teachers' Retirement System of the State of Illinois (TRS) 
  • State Universities Retirement System of Illinois (SURS) 
  • Judges' Retirement System of Illinois (JRS) 
  • General Assembly Retirement System (GARS) 

The dashboard tracks six key metrics for each of the five funds:  

  1. Unfunded Actuarial Accrued Liability (UAAL) 
  2. Funded Ratio 
  3. Investment Rate of Return 
  4. Funding Shortfall 
  5. Average Annual Benefit 
  6. Fund Membership 

In addition, the dashboard tracks three additional metrics for each of the State’s largest three funds:  

  1. Assumed Rate of Return vs. Actual Rate of Return 
  2. Normal Cost and Imputed Interest vs. Actual Contributions 
  3. Employer Contributions vs. Funding Benchmarks 

User Guidance

The dashboard groups the data by individual fund and by state total. Click on a fund name to view all metrics for that fund, or select the State Total view to see combined figures for SERS, TRS, and SURS. From there, you can filter to select the specific years and pension funds you would like to view or compare. Click on the metric tabs to navigate between different measures, or click "Return to Dashboard Home" to return to the main screen. 

 

Sources: Unless otherwise noted, all fund data contained within this dashboard is taken from the Annual Comprehensive Financial Reports (ACFRs) and annual actuarial valuations for each fund. Normal cost and investment return assumption data for SERS, TRS, and SURS are supplemented using the Public Plans Database maintained by the Center for Retirement Research at Boston College. Estimated benchmarks — including the tread water contribution and minimum funding progress — are Civic Federation calculations derived from fund reports and Public Plans Database figures. This data is collected and updated by Civic Federation staff on an annual basis.
