David Levett

Senior Research Associate

David Levett recently joined the Civic Federation as a Senior Research Associate focusing on local government budgetary issues. His educational and professional background is in public policy and government. In particular, David’s experience reflects his interest in fiscal policy, performance measurement, and planning. Most recently he was a Financial Analyst for a municipality in Southeast Michigan where he worked primarily on developing and monitoring the City’s budget and managing Community Development Block Grant funded projects. His work for the City also involved risk management, long-range forecasting, and performance measurement. Previously, David was a Budget Analyst for the Maryland Department of Budget and Management. As a Budget Analyst he evaluated and made policy recommendations related to state agency budgets, programs, and proposed legislation.

David earned his Master in Public Administration degree from the University of Delaware in 2005. While attending graduate school he was a Research Assistant for the Institute for Public Administration where he assisted local governments with comprehensive planning and served as a legislative fellow for the Delaware General Assembly. David’s Bachelor’s of Arts degree in political science is from Western Michigan University.
